He graduated from Hacettepe University Faculty of Medicine with First Honour Degree . He finished his training in Internal Medicine in 1980 in the same University and was appointed as Associate Professor in Internal Medicine in 1984. He was qualified as cardiologist in 1986. In 1990 he was appointed as Professor of Medicine and Cardiology at the Department of Cardiology, Hacettepe University Faculty of Medicine. He served as the Dean of the Medical School and Chairman of the Medical center as well as Acting President of the University for two years. He has served as the member of the executive boards and various committees of several international professional scientific societies including Vice President of the European Society of Cardiology and President of ISHNE. He has also been honored as the President of the Turkish Society of Cardiology for two consecutive terms. He was appointed as the President of the World Society of Arrhythmias in 2023. Recently he has been elected as the President of Asian Heart Society. He has also been Founder and the Vice President of the Heart and Health Foundation of Turkey, a charitable organization for education and research in cardiovascular medicine. Dr. Oto has also served on the editorial boards of several international medical journals as well as deputy editor and as the editor of the national journals. He has been conducting a digital educational platform in cardiovascular medicine (www.ekardiyo.com). He edited 25 books published in the country or internationally. He is the Author of more than 300 scientific papers. Currently he is the Chairman, Department of Cardiology in MHG, Memorial Ankara Hospital.
